The Government supports a plan-led policy for future housing development in the UK. The Malmesbury Neighbourhood Plan (MNP) has for over a year been an adopted part of the official Wiltshire Development Plan which identifies the scale and location of sites for growth in Malmesbury and its surrounding areas until 2026.
Following lengthy public consultations and approval by 90% of voters in a referendum, the adopted MNP specifies a number of sites where development should take place and the numbers and types of dwellings required. The site in Gleeson Developments Limited's proposal is not one of those approved in the MNP. Further the MNP identifies at least 10% more housing than the target for the Town set by the official Wiltshire Core Strategy. Thus the Town does not require the additional 80 houses that you contentiously claim that it does.
Therefore, and for the reasons stated above, I strongly object to your proposal on the grounds that
a) It conflicts with the adopted MNP because it promotes a site not included in the Plan;
b) The 80 houses proposed are surplus to the housing numbers identified in the Plan;
c) The demands of this unplanned site will unbalance the infrastructure of the Town and place unacceptable demands on highways, education, health care etc;
d) Your proposal conflicts with a plan made by local people for local people and ratified by local people.
The MNP is delivering growth. The Town does not need developer-led interference.
